Request for Proposal: Development and Maintenance of a French ECOO Website


Established in 1979, the Educational Computing Organization of Ontario (ECOO) is a non-profit organization that facilitates the integration of new computing technology into the educational curriculum. ECOO works to enhance student learning by supporting technology-using-educators through:

  • hosting an annual conference;

  • forming partnerships with other educational organizations and vendors; and

  • liaising with the Ministry of Education.

Educational technology is common to both the English and French systems in Ontario, and crosses all curriculum areas in the elementary and secondary panels. With the rapid advancements in technology and the ever-increasing use of devices and social media in teaching and learning, there exists a pressing need for professional learning for classroom teachers. Attending the annual ECOO conference, the various edcamps across Ontario, the Google Summit and sharing ideas through social media are just a few of the ways in which ECOO members are acquiring new skills in technology.

In 2013, as a focus for the annual conference, Bring IT, Together (BIT), the co-chairs reached out to their colleagues in the French-language system in an effort to provide a full French-language stream. There were several choices of workshops in French, presented by francophones and applicable to the French-language system and curriculum. LEARNStyle presented a half-day Google workshop in French, which was very well attended. Additionally, the National Film Board (NFB) provided a half-day review of their classroom resources in French. One of the co-chairs communicated with AEFO and information about the conference was distributed to all Association des enseignantes et des enseignants franco-ontariens (AEFO) members. During the plenary sessions, some welcome remarks were made in French for our francophone colleagues.

Some feedback from francophones during and after the conference included suggestions and requests that the ECOO website be translated for French-language teachers and administrators and that resources for francophones be available on the website.

ECOO has entered into an agreement with the French-language branch of the Ministry of Education to create a French ECOO website. The project objectives are to translate, adapt and maintain the ECOO website in French in order to better inform the French-language education community of the programs being offered by ECOO and the resources available.

A French ECOO website will benefit and support all of Ontario’s classroom teachers in the French-language system who are interested in and/or already engaged in the use of technology and social media. The development of this site will ultimately facilitate meeting several educational objectives:

  • Improve student learning

  • Enhance teacher professional learning

  • Provide capacity-building for teachers

  • Support the use of technology in the classroom

  • Support 21st Century teaching and learning practices

Project: French ECOO Website

Requirements of the Candidate
  • Fully bilingual

  • Mastery of written French

  • Mastery of: Content Management Systems (CMS); web server management; database management;video editing; social media literacy

  • Ontario Certified Teacher

Details of the Project
  • Consultations with the ECOO website manager

  • Translation and adaptation of the website including:

  • technical adaptation

  • graphic design

  • production of French video tutorials

  • Translation and proofreading of website content and resources

  • Research to add French resources to the site

  • Development of promotional material for ECOO, French-language education community and Ministry of Education, French-language branch

  • On-going maintenance including follow-up with users, regular updates and reporting on usage of the site

  • On-going translation of the ECOO site

  • Technical maintenance

Proposals to include the following:
  • A cover letter

  • A current résumé

  • HST Registration number (if applicable)

  • Breakdown of fees: estimated number of hours, rate per hour, total cost to complete the project

  • References

  • Samples of past project work in this field
